<p>
					Have you seen those late-night television commercials promising that you can buy real estate for just pennies on the dollar? Have you wanted to get in on that but didn&#8217;t know how? Here&#8217;s how&#8230;</p>
<p>Right off the bat, let&#8217;s get one rumor out of the way. You can NOT by just any property you&#8217;ve seen for sale this way. Tax auctions are only for a certain category of real estate. When owners don&#8217;t pay their property taxes, they are sent a series of notices and warning, and then, if they still don&#8217;t pay up, their properties are sold at a special kind of auction.</p>
<p>The last notice they receive is frequently delivered by a Sheriff deputy, and the auctions are often referred to as a &#8216;Sheriff&#8217;s Sale&#8217;. In many areas, the bidding starts at one dollar. The bidding can go up to any amount, (sometimes much more than the property is worth!). There are great bargains to be had though, if you know what you&#8217;re doing.</p>
<p><strong>Cozy up to the county staff</strong><br />The workers a the county tax offices are your best source of information, so be NICE! By the day of the sale they are going to be overworked and tired of the whole mess. Be patient, be friendly, be ultra-courteous, and consider offering chocolate. Seriously, these folks can tell you things that aren&#8217;t in the official records, so you don&#8217;t want to get on their bad side.</p>
<p><strong>Check for assessments</strong><br />In some places, outstanding assessments become the responsibility of the buyer. Those can be hundreds, or even thousands, of dollars. Sometimes those are listed separately from the tax data, so you need someone familiar with the local system to help make sure you don&#8217;t miss anything. If you&#8217;ve been nice to the staff, they&#8217;ll tell you which properties have problems attached to them, so that you can steer clear. Otherwise, you&#8217;ll have to search the individual records of each property.</p>
<p><strong>Ask about &#8216;redemption&#8217;</strong><br />In some areas, the person that&#8217;s losing the property at the tax sale will be given the opportunity to buy back their property even after the sale. This process is called redemption. The amount of time they have varies from as little thirty days to as much as three years. During that time, you won&#8217;t want to build on the property, or move in and get comfortable, because you may have to give it back. The best counties to attend auctions in are the ones that do not allow redemptions.</p>
<p><strong>Attend in the rain</strong><br />And in the snow! The worse the weather the better! Most counties still have the old-timey clause that says the auction will be held &#8216;on the courthouse steps&#8217;. To accommodate the crowd, many of them really do have their auctions outside on the steps. The worse the weather is, the more people will decide that it&#8217;s not worth the drive to get there and stand in that weather. The fewer people show up, the less people there are to run up the bids. If only one person shows up, that person can legally bid $1 on each item, and win them all! You want to be THAT person.</p>
<p><strong>Go to out-of-the-way places</strong><br />Similar to the weather issue, people are less likely to travel to inconvenient places, or hard to find places. You&#8217;ll find less bidders, and therefore lower bids, at the least convenient, hardest to find, small towns. It&#8217;s worth the trip!</p>
<p><strong>Tour in advance</strong><br />You can get a list of the properties prior to the sale and drive around and look at them. I highly recommend this. You can&#8217;t go inside the houses, of course, because people may be living in them. But driving by can tell you a lot. The county records may say there&#8217;s a three-bedroom house there, but it can&#8217;t tell you the condition. Often those records are only updated every 3 to 7 years. If there&#8217;s been a fire or a demolishing since the last survey, the only way you&#8217;ll know is to drive by.</p>
<p><strong>Don&#8217;t panic-buy</strong><br />Okay, you&#8217;re there. You&#8217;ve come all this way, you scouted all the properties in advance, you&#8217;re standing in the freezing cold hail-storm on the courthouse steps and still, the bids are higher than you expected. After all this effort, you feel like you have to buy something so that you don&#8217;t go home empty-handed. That&#8217;s a normal urge, but you must RESIST IT.</p>
<p>Don&#8217;t ever panic and buy something just to buy something. These sales go on every day in different counties all over the country. Try again another day. Your dream property could be at the next sale, so keep at it. </p>

					So, you are a people&#8217;s person, you like to make your own schedule, and you like to be on the go. Yes, you have decided to be a real estate agent in Illinois. The real estate market in Illinois is thriving, especially in Chicago. First step in starting your real estate career is to obtain a real estate salesperson license from the state of Illinois. In order to get the license, you must pass the real estate exam of Illinois.</p>
<p>Requirements </p>
<p>Before getting to the real estate exam, certain requirements need to be fulfilled. You must be at least 21 years of age. You must be a high school graduate or have a G.E.D. The third requirement is a successful completion of the 45-hour, pre-license real estate education course. You should do something else, before taking the real estate license exam. Interview with several brokers that are in your area. You can learn more about the profession and even find out if they are looking for new agents. </p>
<p>45-Hour, Pre-License Real Estate Course </p>
<p>The pre-license course is a mandatory education course for most real estate salespersons. During the 45 hours, the course will cover all of the factors that are involved in real estate transactions. These factors include but not limited to finance, property, real property law, agreements, listing, taxes, legal descriptions, and Illinois License Law and ethics. I said that most real estate salespersons are required to take the pre-license course because there is one situation in which an individual is exempt from taking it. If you are an attorney that is admitted to practice law by the Illinois Supreme Court, you are exempt from taking the course. All you would need to do is to provide the appropriate documentation (photocopy of your current Illinois Attorney registration pocket card certificate and consent to audit form). </p>
<p>To Class or to Not Class </p>
<p>Here is where I recommend that you deal with IAR (Illinois Association of Realtors). IAR was founded in 1916, and it currently represents 55,000 Realtors, statewide. It is pretty much the &#8220;Mecca&#8221; of everything and anything that has to do with realty in the state of Illinois. IAR offers three ways by which you can take your pre-license, 45-hour course. You can choose the classroom option, the online course, or the home study. The classroom option is your traditional classroom setting. This option is great for people that like to interact with an instructor and others in the class. In addition, this option also offers extra motivation and a bit of an order. Because attendance is required, missing more than 10% of the course will result in failure. You are required to achieve 75% or better on the final exam. If you are comfortable and have the discipline, the online course might be right for you. All you have to have is a computer with an internet connection. If not, you might want to go with the home study option. A home study option is available in two formats, text-based or the CD-ROM version. You have a period of 12 months to complete the course. Home study is probably the most flexible way, but the downfall is that an instructor will not be available to answer your questions. If you have the time and the resources, I would recommend that you take the traditional, classroom course. In case you will fail, you are allowed to repeat the course and take the exam, within one year, at no additional charge. </p>
<p>Taking the Real Estate License Exam</p>
<p>After passing the course exam, you will be allowed to take the state exam. In case you should fail the state test, you can take it three more times. If your third attempt is unsuccessful, you will be required to take the pre-license course, from the beginning. Again, with the classroom option, this is free, if you do it within one year. Once you pass the Illinois Real Estate exam, you can apply for a real estate sales person license from the Illinois Department of Financial and Professional Regulation. <p>With Congress out of session for a two-week recess, here&#8217;s something to contemplate: what&#8217;s up with President Obama&#8217;s veto messages?</p>
<p><em>Is</em> there any thing up with them? Maybe. Maybe not.</p>
<p>What do I mean? Take a look at two of the most recent Statements of Administration Policy—the vehicles used by the White House to issue veto threats (or statements of support for a bill, where applicable).</p>
<p>The first and most recent veto threat relates to H.R. 1217, the repeal of the Affordable Care Act’s Prevention and Public Health Fund:</p>
<blockquote><p>If the President is presented with legislation that would eliminate funding or repeal the Prevention and Public Health Fund, his senior advisors would recommend that he veto it.</p></blockquote>
<p>The second most recent veto threat relates to H.R. 1363, the first pass at the Department of Defense and Further Additional Continuing Appropriations Act of 2011:</p>
<blockquote><p>If presented with this bill, the President will veto it.</p></blockquote>
<p>See the difference?</p>
<p>So, is there something to it? Is there a reason why the veto threat for that earlier version of the full-year appropriations bill (which included all the terrible riders defunding Planned Parenthood and the ACA, etc.) would be expressed so straightforwardly and unequivocally, but the threat to the Prevention and Public Health Fund repeal bill would get this&#8230; different treatment?</p>
<p>Statements of Administration Policy are given to boilerplate language, for the most part. The decision to change the verbiage with respect to veto messages, you&#8217;d think, would have to mean something. The question is, does it mean the threat is any less concrete? Or does it just mean that the White House wants to seem somehow less confrontational in delivering the message.</p>
<p>The Obama administration isn&#8217;t the first to switch back and forth between different formulations. George W. Bush&#8217;s White House certainly did. But I don&#8217;t know that there&#8217;d be a whole lot of value in comparing the two. I think it&#8217;s pretty reasonable to assume that they might well take different enough approaches to confrontations with Congress that their reasoning might be different even if the actions are the same. And of course, with Bush we have the benefit of hindsight, and we&#8217;re able to compare the language chose for the veto threat and the actual outcome. That is, we know whether or not Bush eventually vetoed the bill. We don&#8217;t know that about Obama, since none of the bills threatened have actually been presented to him yet.</p>
<p>But it must mean something, right? So what is it?</p>
<p>Let&#8217;s take a look at this year&#8217;s Statements of Administration Policy, sorted by which kind of veto threat language was used, and see if anything emerges.</p>
<p>First, the bills that have gotten the thumbs-down from the President&#8217;s senior advisers:</p>
<ul>
<li>H.R. 910, Energy Tax Prevention Act of 2011</li>
<li>H.R. 658, FAA Reauthorization and Reform Act of 2011</li>
<li>H.R. 839, HAMP Termination Act</li>
<li>H.R. 861, NSP Termination Act</li>
<li>H.R. 836, Emergency Mortgage Relief Program Termination Act</li>
<li>H.R. 830, FHA Refinance Program Termination Act</li>
</ul>
<p>Then, the bills that got the direct veto statement:</p>
<ul>
<li>H.R. 1, Full-Year Continuing Appropriations Act, 2011</li>
<li>H.R. 2, Repealing the Affordable Care Act</li>
</ul>
<p>And just for the sake of comparison, bills that drew administration opposition, but no veto statement:</p>
<ul>
<li>H.R. 1076, Prohibition of Federal Funding of National Public Radio</li>
<li>H.R. 4, Comprehensive 1099 Taxpayer Protection and Repayment of Exchange Subsidy Overpayments Act of 2011</li>
<li>H.R. 359, Termination of Public Financing of Presidential Campaigns and Party Conventions</li>
</ul>
<p>So, that&#8217;s direct veto threats for H.R. 1, H.R. 2, and H.R. 1363, two iterations of the full-year appropriations bill with all the worst policy riders attached, and the first (of many) ACA repeal bills. And then this&#8230; <em>different</em> kind of threat for things like the Prevention and Public Health Fund repeal bill, HAMP repeal, NSP termination, the Energy Tax Prevention Act, etc.</p>
<p>What do you think? Is the threat any less serious for this other class of bills than it is for the ones that got direct veto threats? Was the White House looking to give the President more bargaining room on some of these threats? Did the difference have anything to do with which bills they think might actually stand a chance of passing the Senate? Or can the whole thing just be chalked up to a throwaway stylistic difference?</p>
<p>We&#8217;ll have to stay tuned to find out. But tracking the outcomes as they relate to the language used, should any of these bills actually make it to the President&#8217;s desk, might be worthwhile.</p>
<p>		<strong style="font-size: 15px;">Should You Rent or Should You Buy? </strong><strong style="font-size: 15px;">Simple Steps to a<br />
Smart Decision</strong></p>
<p> Until recently, homeownership was an<br />
undoubtedly essential element of the American Dream. But now, after the<br />
crash, lots of Americans are questioning whether it makes sense to rent<br />
or to buy:
<ul>
<li>30 percent of self declared “home buyers” are<br />
considering both renting and buying at the same time and need more tools<br />
 to help make better decisions. (Trulia research)</li>
<li>Homes-for-rent<br />
 sites and search terms are growing in popularity. (Experian Hitwise Feb<br />
 2009, Feb 2010) </li>
<li>60 percent of adults strongly/somewhat agree<br />
that renting currently makes better financial sense at this point in<br />
their life. (Trulia/Harris Interactive research)</li>
</ul>
<p>If<br />
 you&#8217;ve been wrangling with the question of whether to rent or to buy,<br />

<p>Agonizing over<br />
whether to rent or buy? It&#8217;s really not wise to try to time the market,<br />
per se. My rule of thumb is that it&#8217;s best to buy &#8211; or not &#8211; when it<br />
makes sense for your life, your family and your finances, rather than<br />
trying to rush or wait to catch a good spot in the market cycle.</p>
<p><strong>Here<br />
 are a few questions to ask yourself, and steps to take in the direction<br />
 of making a smart decision &#8211; as to whether renting or buying makes the<br />
most sense for you:</strong></p>
<p><strong>1. Are you ready to commit? </strong>Homeownership<br />
 is not a short-term flight of fancy, folks. Especially not these days.<br />
In most markets, it doesn&#8217;t make sense to buy if you plan to stay put<br />
less than about 5 years; in other markets, an even longer-term view<br />
makes sense. Consider that you&#8217;ll eat 3 to 6% of the purchase price of<br />
your home when you buy it, and another 6-10% when you sell. With today&#8217;s<br />
 flat home appreciation trajectories, it might be tough to recoup your<br />
investment if you sell your home in a short time frame.</p>
<p> Folks<br />
who want the freedom to move on a whim, or who know they don&#8217;t plan to<br />
stay in one town over the mid-to-long term might not be great candidates<br />
 for homeownership.</p>
<p><strong>2. Do you really want to own? </strong>Some people<br />
 simply crave the stability and certainty of putting down roots in one<br />
place &#8211; for themselves, their kids and the certainty of knowing what<br />
their housing costs will be over time. (Rents rise, payments on 30-year<br />
mortgages do not.) They also enjoy being the master (and/or mistress!)<br />
of their own domain: fixing up, adding on, and painting/customizing<br />
their home as they please.</p>
<p> But, as FDR said (and Spiderman<br />
copied), &#8220;with great power comes great responsibility.&#8221; With<br />
homeownership, the power to be your own landlord comes with the<br />
responsibility to maintain your home, repair things that break and<br />
participate in your homeowner’s association (HOA), if you have one.</p>
<p><strong><br />
 3. Are you counting on appreciation? </strong>And when it comes to appreciation, home values rise and home values<br />
fall, as we’re all so painfully aware. Some buy in order to avoid<br />
‘throwing their money away,’ preferring to invest their housing expenses<br />
 in an asset that has the chance of appreciating. In today’s market,<br />
though, it doesn’t make sense for appreciation to be your primary<br />
motivation for buying, as there is no agreed way to project the market<br />
recovery trajectory – it could be a slow climb, or it could be a<br />
double-dip. </p>
<p> Either way, it’s not likely to be the skyrocketing<br />
increase in values we got so used to before the bubble burst. So don&#8217;t<br />
let visions of home-owning jackpots dance in your head, or influence<br />
your decision whether to rent or buy. </p>
<p><strong>4.  Do you have the cash to<br />
close?</strong> It&#8217;s a misconception that you need 20 percent down in order to<br />
buy; FHA loans make buying very possible with a 3.5 percent down<br />
payment. However, closing costs will add anywhere from 3 to 6 percent of<br />
 your home&#8217;s purchase price to the cash you need to close, and low-down<br />
FHA loans run on the high end of that closing cost range. Also, FHA has<br />
recently placed a 3% ceiling on seller closing cost credits, and<br />
increased the up-front costs associated with private mortgage insurance.<br />
 As a result, the average transaction will take from 6.5 to 20 percent,<br />
plus, to close. Let&#8217;s do the math: that&#8217;s a range of $14,000-$43,120 on<br />
the 2009 the median home price of $215,600.</p>
<p><strong>5. Can you cover<br />
all the costs of ownership? </strong>When you rent, your costs are simple:<br />
rent and renter&#8217;s insurance (which, by the by, renters should buy &#8211; it<br />
runs about $240 for a year&#8217;s worth of coverage of all your personal<br />
belongings and electronics from fire and theft &#8211; your landlord&#8217;s policy<br />
does not cover your stuff).</p>
<p> The picture gets a bit more complex<br />
for homeowners. Of course you have your basic mortgage payment:<br />
principal and interest. But there&#8217;s also property taxes, homeowner&#8217;s<br />
insurance and/or HOA dues, and private mortgage insurance if you put<br />
less than 20 percent down. On top of that, there are the costs of<br />
maintaining and repairing things over time, which can be managed if you<br />
keep a home warranty in place on your home.</p>
<p><strong> 6.  Do you need the tax advantages of owning a home? </strong>Of course, there are<br />
 some big-time tax advantages to owning that renters don&#8217;t receive. In<br />
addition to the federal and state tax credits for buying before various<br />
deadlines, some closing costs are tax deductible. And all property taxes<br />
 and mortgage interest are deductible on an ongoing basis. </p>
<p>There&#8217;s an old rule of thumb that the average renter works from January<br />
through April to pay their income taxes! And most new homeowners don&#8217;t<br />
know that they can (and, some say, should) adjust the taxes that are<br />
automatically withheld from their paychecks to account for their new tax<br />
 deductions, and to bring home more cash to help with their newly hefty<br />
monthly housing costs.</p>
<p><strong>7. Does it make more financial sense to<br />
buy, or to rent?</strong> There are some markets where renting is “cheaper,”<br />
all things considered, than buying. And vice versa – after the crash,<br />
there are actually towns where it is cheaper to buy than it is to rent!<br />
Next week, we’ll get into the nitty-gritty of how to do the math on<br />
which is more cost-effective, in your town, your neighborhood or even<br />
just the decision between buying a particular home and renting a similar<br />
 place nearby. </p>
<p>The financial decision whether to rent or<br />
buy should also take into consideration how much you make, your current<br />
tax exposure, your financial plans for the future and many other<br />
personal numbers.</p>
<p> The decision whether to rent or buy is highly<br />
personal. Really, a home is not like any other purchase you’ll ever<br />
make: there are lifestyle and emotional ‘inputs’ to the equation that<br />
are at least as important as the financial analyses.
